The short answer is twice a year: once in February or March before the cooling season starts, and once in September or October once the worst of the heat has passed. That schedule suits the majority of villas and apartments in Dubai, Abu Dhabi and Sharjah.
The longer answer depends on how hard your system actually works. A UAE air conditioner runs for eight to ten months of the year against ambient temperatures that regularly pass 45°C. That is roughly three times the annual duty cycle of the same unit installed in a temperate climate, and manufacturer service intervals are written for the temperate case.
Four factors move the number up or down, and any one of them on its own is usually enough to justify a third visit each year.
Coastal properties deserve a special mention. In Palm Jumeirah, Al Khan, Saadiyat Island and anywhere else with direct sea exposure, salt attacks the outdoor condenser continuously. Condenser coils in those locations should be washed and treated at least twice a year regardless of what the indoor unit needs.
This matters more than the frequency, because a great many 'services' sold in the UAE are a filter rinse and a spray of deodoriser. That is cleaning, not servicing. A proper service is a mechanical and electrical inspection with recorded measurements.
If you receive no numbers at the end of a service visit, you have no way to know whether anything was actually assessed. Ask for the delta-T across the coil and the running amperage. Any competent technician will have both.
The failure chain is predictable. A dirty filter restricts airflow. Restricted airflow drops the evaporator temperature and the coil starts to ice. Ice restricts airflow further. Liquid refrigerant returns to the compressor, and compressor failure is the one repair that usually costs more than the unit is worth.
The other common chain is drainage. Biological growth builds in the condensate line, water backs up in the drain pan, and it overflows into the ceiling. The AC repair itself is minor. The gypsum replacement, repainting and, in an apartment, the damage to the unit below are not.

Any of these is worth a diagnostic visit rather than waiting for the next scheduled service. Most are cheap to fix at the point they first appear and expensive to fix six months later.
For a single apartment with one or two units, paying per visit is perfectly sensible. Two services a year at AED 349 per unit is straightforward to budget and there is little to coordinate.
For a villa with four or more units, or for any property you rent out, an annual maintenance contract usually works out cheaper and, more importantly, it actually gets done. The most common reason a UAE property ends up with a failed compressor is not cost, it is that nobody remembered to book the service.
